Once a trial license has expired it can't be restarted or deleted or a new trial installed: you will have to acquire a non-trial license - talk to your IBM account manager or a Partner company

Your user (e.g. your JazzAdmin) has to have the licenses assigned for the application(s) where projects are being created. All of them. JazzAdmin doesn't get license-free access to an application.
