When I visit the source control page, the page is blank and I cannot view or create the source code configuration in a new project |

can you share the screenshot
Please state which application and release you are using, and tag your question appropriately. For all we know, the "source control page" you refer to might be in a non-ELM application.
If this is in EWM, have you checked the user has the required permissions?
The only thing that would prevent you from going there would be missing licenses. In that case you would see an error message.
I would suggest to open a case with support.
