Hello,

At the moment, all new reports (or modifications to existing ones) must
be authored using the BIRT report designer. We have a Wiki topic
describing a simple report authoring step by step here:

It may also be useful for you to start with one of the reports that we
ship and modify it to suit your needs. In your case, one of the work
item reports may be close.

For an example of a report that specifically shows work items of type
"Defect", look at the new "Defect Backlog" and "Defect Discovery Rate"
reports.
