Can work item email notifications sent from RTC be sent encrypted?

We need the information in the email notification that is sent via RTC be encrypted.

Check jts/admin#action=com.ibm.team.repository.admin.configureMailSettings

This implies that STARTTLS is supported to encrypt the communication with the SMTP mail server.

From there on it is up to the SMTP server to encrypt stuff.
