What exactly do you mean by "unable to create a GC stream baseline"?
By "stream baseline", do you mean "a baseline of a stream", or something else?
I assume when you say "stream don't have any comments", you meant "stream does not have any components"?
I assume by an am stream, you mean a stream for RMM (with Rhapsody artifacts).
If so, then RMM just uses EWM(RTC) as its underlying infrastructure, so for details on RMM components, streams, and baselines, you would look in the EWM documentation.
In particular, the main thing that is unusual about RMM/EWM stream is that unlike gc, rm, and qm streams, an RMM/EWM stream has a set of components, while a gc/rm/qm stream is for exactly one component.
But this doesn't interfere with you adding an RMM/EWM stream as a contribution to a global stream ... it just means that when you are selecting the RMM/EWM stream, you are immediately asked to pick from a list of RMM/EWM streams ... you aren't first asked for a component before being given that list of RMM/EWM streams.

So simply, i just wanted to know , can i baseline a stream in AM that don't have any component.
Actual scenario: I have GC stream that have 3 another individual application stream, RM,QM and AM and i am trying to create baseline of GC stream, but it showing error and error telling that because AM stream don't have any component.
so that's why i just wanted to know that can i baseline any stream in AM that don't have any component

That means that your AM stream is empty (no components), so there is nothing to baseline. You will need to add at least one component to that AM stream, in order to baseline it.
This is related to the topic I mentioned earlier ... in rm, qm, and gc, a stream always has a component, so you always can baseline it. AM allows you to have 0 or more components in a stream, and if you have 0, then you cannot baseline it.
