SCM - browsing changeset - folders all say <unresolved&gt

I am browsing some changes that other users have done. This is in a stream that I don't have a workspace for, and in a component I don't have loaded at all. Every directory in the Change Explorer says <unresolved>. The actual changes show up fine (ie, the file names show correctly, and the diffs show correctly if I double-click a file).

Why am I seeing <unresolved> for the directories?

This is an optimization by design to save the server from overworking
because the full paths are not recorded on the versionables and would need
to be calculated.

In the case where you are browsing a stream, you can browse via the
Repository Files View (you will be expanding the tree incrementially).
