Running Tomcat server as root violates security

The installation document for Rational Team Concert v2.0, under "Starting the Apache Tomcat Server" says that on Linux, the server must be started as root, or using sudo. However, our client's security standards state that an Apache Web Server's userid must not have system administrator authority. Is there some way that I can run the server under a userid other than root?
