Work item Import using csv results in missing links
I am trying to import multiple work items into a project area by using 'Import work items from CSV files'.
So, I created a .csv file where in I want to create a few new work items and update a few existing work items together.
Everything except the links is working fine.
I used the - Update existing work item option and create new work item if no match found.
My csv looks like :

Row 1 is expected to create a new Story work item & it is working as expected. New Story got created & had the parent link.
Row 2 is expected to update story 278867 & its working as expected. Existing story got updated & had the parent link.
Row 3 is expected to create a new Story work item : New Story got created but the parent link was not established.
The Links are getting established only for the 1st row and not for any new work item in the subsequent rows.
Any fix for this or is it a tool bug ?
