is it possible to simultaneously (automatically) generate all test case execution records for a group of test cases that have different owners but the iteration and test environment for all of them are the same?

I don't think there is an existing feature to achieve.

You may want to check with RQMExcelImporter to see if that is an option to create multiple TCERs for your use case:
