In our case, if the user had more than 1 persoanl dashboards, we ended up with this error. This got fixed in CLM 6.0.6.1 iFix 005 (requested via IBM support).

Or was it deleted?
Sometimes the error messages are not that great - back in Version 4 we had some issues when "Project/Team" access enabled a user to delete dashboard.
Is it a user dashboard?
Is it a Project dashboard?
Is it a Team dashboard?

> or have you re-named the project / Team which may impact the URL for the Dashboard? (if you are using a favorite to navigate to it.

Sorry just read - It's a project Dashboard..
How do you navigate to it?  within the application or a favorite?
Has the project name been changed/edited.

Can you look in the RTC Logs?
