save sync rule failed

Did you define permissions for editing synchronization rules, as described in the "Adding permissions to create synchronization rules" topic of the online help? If so, and you assigned them to a role other than "default", are you logging in to Jazz as a user who has been assigned the role you selected in your project area?

Not sure what I am doing wrong. Trying to import the XML files from jazz\connectors\gateway\syncRules but get this error. Jazz and cq connector were restarted and are running.
'Save Synchronization Rule' failed. Permission denied.
