Server side API for delivering change-set to stream

Hello Everyone,

I want to deliver change-set using server side API from repository Work-space to stream.I have knowledge about client side API for delivering change-set ,but not getting how to implement the same using server side API.Kindly provide the API for delivering change-set using server side API.
