Server or client API does not really matter. You remove the link from the references and save the work item (working copy). See https://rsjazz.wordpress.com/2012/09/20/the-rtc-workitem-server-link-api-linking-to-work-items-and-other-elements/ Maybe https://rsjazz.wordpress.com/2016/10/24/using-the-work-item-server-api-to-create-work-items/ contains the creation of the link. Not sure.
