I am a startup from India and I want to buy IBM Rational Method Composer. How do I go about it?

 Hi, 


I have a startup company in India and I want to buy IBM Rational Method Composer. I have tried to contact by filling the contact us form with all information, however no one contact me from last 15 days. I have tried this around 6 times. 
Now, 1. can you please tell me if a start up or individual can buy IBM Rational Method Composer?
2. What are the contact numbers (preferably phone numbers) whom I can contact related to this product. Any sales team number would help me.

I gogled for Rational Method Composer License and found several partners that seem to sell it. An other option would be to go on the Indian IBM site, go to product and type Rational Method Composer into the search field. Then follow the product and I would expect a link to contact a local sales.
