CCM 'Initialize Project Area' failed

I tried setting up a CCM project and received an "Error initializing project area: 'Initialize Project Area' failed" when attempting to initialize the first Change and Configuration Management project. We have tried several things, but do not know how to enable configuration management.  We have installed the Global Configuration Management application, enabled the data warehousing, and installed the additional key and none of them appeared to make a difference.  How do you enable Configuration Management for an Architecture Management project?

The detailed error is below: “CRJAZ1848E To perform the "com.ibm.team.scm.server.createPersonalWorkspace" operation, the user (userid="username") must have one of the following licenses that are installed on the server: Rational Team Concert.Developer for IBM Enterprise Platforms, Rational Team Concert.Developer. The server administrator can assign licenses.” We are working on installing purchased licenses but running currently with trial licenses.

the key word "Architecture Management" tells me you are looking perhaps for Rhapsody Model Manager (/am application)? While it is based off Rational Team Concert code (/ccm) it is a different application with a different database and needs to be installed separately from your /ccm. Rhapsody Model Manager will work with Design Manager licenses whereas Rational Team Concert (i.e. CCM) needs a Rational Team Concert Developer etc. license to use the configuration management features.

Please note that in addition to RMM installed in your Jazz environment you will need a Rhapsody Client and a Rational Team Concert Eclipse Client running on your local machine. The RTC Client needs to have a connection to https://<yourserver>/am rather than .../ccm to version Architecture Management content.
