Unfortunately, no (see https://jazz.net/extend/integrations/#tool=Rational%20Quality%20Manager). Does VectorCast have a command line interface? If so, you can use the RQM Command Line Adapter to integrate with VectorCase with RQM (see Running command-line tests).
