RTC: what class implements operation advisor "Requires Must-Fix Issues Resolved Before Approval"

 Not apparent. Trying to see what we can get from the code review API. Seemed like a logical first stop.

Steve, there is a class: com.ibm.team.filesystem.reviews.service.internal.process.RequireAllFilesViewedForReviewAdvisor

It will take some time for me to search more. You can search for who implements IOperationAdvisor in the SDK.

I think it is com.ibm.team.filesystem.reviews.service.internal.process.NoMustFixOnApprovalAdvisor
