[closed] ClearCase ClearTeam Explorer: Make Comment Field Mandatory for Checkin

How can I make the "Comment" field mandatory during a checkin in ClearTeam Explorer? I am being asked that this be mandatory such that users are prevented from checking-in. It will also need to be at least (15) characters, otherwise I could see some bypassing it with a "-".
