Having problems setting up Screen Capture in RTC

I am running firefox 60.0.2 64 bit
I have IBM 32-bit Runtime Environment for Java v8.0 bit installed

When using RTC Work item I want to use screen capture,  When I try to follow the steps to install rtc_screencapture.jnlp I am not getting the "Java(TM) Web Start Launcher" option to open with.  Instead I only get
"Java(TM) Web Launcher".    

I get this message:

Unable to launch the application
Name: Rational Team Concert Screen Capture ...
Publisher:  IBM Corp.
