License usage for RTC Operational Advisor PlugIn

Server uses RTC floating licenses.
User has RTC-Developer license. User consumes one license when login. Will another license be consumed when the user triggers an Operational Advisor (server side plugin). The login function in the PlugIn uses the user id and password of the user.

No, the work is done in the context (and with the permissions) of the current user using the license that is already consumed, for all I can tell.
