User having RQM Contributor license NOT able to execute TCERs

Is it  mandatory to have RQM Professional license to execute TCER ?? 


In our environment, RQM users who have RQM Contributor license are not able to execute TCERs ?

Yes.
As you can see in https://www.ibm.com/support/knowledgecenter/SSYMRC_6.0.5/com.ibm.jazz.repository.web.admin.doc/topics/c_license_mgmt_over.html#licensemgmtover__typesOfCals any of the Contributor Licenses are identical in capabilities and only support Read Access for Test Management. In order to have RW Access you either need a Quality Professional license or a CLM Practitioner license.
