Automatically email user who delivered change set

Hi,


I know it is possible to automatically email the creator of the change set when a build breaks automatically (when the change set is newly accepted into the build) but is it possible to automatically email the people who actually delivered the change set into the stream?

You would have to write a custom followup action for the operation.
