Getting 503 service unavailable error

Hi Team,

I am using CLM 6.0.2 I have applied iFix011 on my WAS Liberty server.

Initially I was only using CCM,QM RM, DCC, LQE and RM.
later I stop the server and installed RELM. and perform JTS setup
But while coming on LQE application registration step it shows me error that server is unreachable

Mean while I check for https://localhost:9443/rm/web it also not getting up showing error:
