Looking at the definitions for Plan Items and Story Items, it almost
seems like both are a type of requirement. When is the appropriate use
of each?

Plan Items and Story Items are both custom work item types to represent how we do planning. Plan Items are high level descriptions used in the release plan. A Story Item refines a Plan Item for the iteration plan.
