Hello - is it possible to get email notification when a query feed finds a new item? Or is it only possible to get a pop-up notification, which means they'll only see if if they are in the eclipse client?

This (E-Mail) is not possible, you need to be related to a work item
(e.g. subscribed) in order to get an E-Mail.
