How to make whole RTC service read only, means user unable update their project area, only should have read access on the PA.workitem.

You can enable all the users read-only Privileged by assigning " Jazz Guest "  repository Group permission.

" Jazz-guests users with read-only access to the Jazz Repository "

It should be emphasized that JazzGuests should be the only repository role that gets assigned to all users.
