Restrict changeset comment name

Is there a way to restrict changeset comments with a specific regular expression? (without WI dependency!!)
for example - I want to allow only changetset comments with the substring "release"

This help topic lists and describes the predefined preconditions and follow-up actions: Operation preconditions and follow-up actions. I don't see one that requires that change set comments contain a specific string.

FORUM ADMINISTRATOR / FORUM MODERATOR / JAZZ DEVELOPER Since there is no out of the box precondition, you would have to create a custom solution.
