RPE Server APP license
I have deployed a new environment with two instances. One for the license server (8.1.4 iFix05) with RPE evaluation license file, and the second with RPE 2.1.1 (tomcat/derbi).

Hi Liora,
Given that you are running RPE on Tomcat, I support it is RPE Document Builder (remote server). For Document Builder , you must set the
TELELOGIC_LICENSE_FILE
environment variable on your application server. See how to set the environment variable in Tomcat http://tomcat.apache.org/tomcat-7.0-doc/RUNNING.txt
Also please note that you will need at least 2 licenses to generate document remotely (one for login, and one for doc generation). The environment variables are set by the tomcat chef resource (I am deploying RPE with chef).

Are you sure if this is a licensing problem. I remember I got 400 error for licensing problem, not 403 error.
Please check Tomcat log (eg. catalina-[date].log), RPE log (rpeng.log and dgaas.log located in %TEMP location), and lmgrd.log in License server.
Also do you disable the firewall on License server temporarily? There is a second random port # (apart from 27000) used for ibmratl deamon. If it is blocked by firewall, you cannot obtain the license.
Two issues are reported in rpeng.log:
Error while initializing the server.
javax.persistence.PersistenceException: Exception [EclipseLink-4002] (Eclipse Persistence Services - 2.5.2.v20140319-9ad6abd): org.eclipse.persistence.exceptions.DatabaseException
Internal Exception: java.sql.SQLException: Failed to create database 'RPENG_DB'
the second one is repeated on every login:
[http-nio-8080-exec-8] RPENG cannot release license for liora
I have reason to believe the first one is because tomcat is not run as root.
