It's a poor choice of using "localhost" in the URL. If you don't have a FQDN for your laptop, at least use the machine name, rather than "localhost". It will save you lots of trouble in the long run.

As for the browser not displaying anything, you will need to check whether your browser is using any proxy (even though it should bypass any when using "localhost"). You can also check whether the server process (java) is running, port 9443 is open. Refer to Liberty log files for more details.

Dear Donald

I thank you for your suggestion, but while we do jts setup I think it is necessary to
start putting url like https://localhost:9443/jts/setup

No, it is not "necessary". Even on the same machine, you can use FQDN to access it. Even using the machine name is better than "localhost".

Do you see an error? a 404? anything? Do you see errors in the browser console?

I've had this happen before.  Restart the CLM server and try a different browser. Make sure you started the CLM process with the right access (Tomcat server.startup.bat needed to run as Administrator in Windows, sometimes *nix wants more permissions, not sure on 6.0 WAS Liberty).

  • Where is the server installed (folder)?
  • How did you install? Installation Manager? ZIP file?
  • What is the purpose of the install?
  • What OS are you running?
  • What resources does your laptop have (RAM)
  • What Database in use?
  • What app server?
  • If Tomcat, does the console stay, does it say startup in xxxxx milliseconds?
  • What do the log files say?
