The function is not available for copy work item in the same project area.
A workaround is copy a WI with its attachments to another project area, then move it back to the original PA.

Please advise on how can a workitem be copied from one project area to another.

If you open the work item there's a "Move or copy this work item to another project area" icon on top-right corner.

Thanks Lily the workaround works!! 

The assumption being that the user has access to both the project areas.

Do we know why it cannot be implemented in the same project area? Is this sth. planned for next release. There is a often a scenario in which business users want to copy defects / tasks with attachment.
