Integrating Jenkins with RTC is proven.
Integrating ClearCase with Jenkins is proven.
Integrating RTC with ClearCase is also proven.

Is it possible to integrate RTC with Jenkins & ClearCase together. ClearCase as source control repository; Jenkins as build engine & RTC for defect management. Will build failure create RTC work item ?

That is most likely possible, but the RTC build integration in Jenkins will not create anything for ClearCase. My assumption is that you will have to create commandline tools to e.g. create RTC work items during a CC build.
