Is it possible to limit Defect creation for specific users (in the planned for attribute) ?

 Could you clarify your requirement? Are the specific users assigned to a certain role? What's the relation between users and Planned For attribute?

As far as I can tell from your minimal information, you can not do that out of the box. You would require to write a custom precondition that checks the planned for value is valid.

I have been told that it will be supported from CLM version 6.0.2.
