what determines streams and baselines visible in quality managment configuration UI?

Hi,

When selecting streams and baselines to set configuration context, what determines the list of streams shown in the "select the configuration context" UI?

For streams (6.0.2) I see what appears to be streams created from the logged in user's initial baseline unless I search with with * to see all streams. I am working with someone who does not see same consistency in the streams listed by default. 

I am logged here as userC and I see 2 streams, both created from "userCstream Initial Baseline":



Searching with * shows all streams (userA, UserB, etc.)



Also, baselines defaults to "No Items Found" - I must search for a baseline:



And a searching with * lists all baselines:



Is the expected behavior for the default list of streams and baselines documented?
