Prevent Editing Plugin Behaviour

I have added the pre-condition 'Prevent Editing' for 'custom WI' in 'Implementation Complete' status.

So, I expect that I should not be able to make changes to WI in Implementation Complete status.

But its not allowing me to save WI when i select Action (Complete Item)
The error says
'Save Work Item' failed. Preconditions have not been met: This work item (#365) must not be changed. It is in a read-only state.

I have "Allow workflow actions" ticked, am i missing anything.

The error shows that the precondition is working and prevents the save. Preconditions don't make attributes read only, they however can prevent saving them.
