Ability to open a plan item, linked to a work item in differ
Here is what I want to do... :)

When you say "project", do you mean "Team Concert Project Area" (and not

So it sounds like by "open a work item", you just mean "create a new
workitem"? (The word "open" can sometimes refer to a state-transition action, such as "open a defect" and "close a defect"). In which case I believe the heart of your question is "can you create a link from an item in one project area to another item in a different project area." And the answer is, "yes".
