when you add a new user story workflow state, can it be applied to existing work items?

We added a new state to our user story workflow. We have determined what we want the workflow path to be and have enabled the new state. Is there a way to apply this new workflow state to existing work items or will it only apply to work items created after the new workflow state was added

If you change the workflow (states and actions) it is applied to all work items, old or new.
