can anyone tell from here i can get floating license for server/client? or is there any help for creating project in eclipse?

You can purchase floating licenses at IBM. Approach your IBM representative.

You can search toe documentation and it is easy to create a project area in the Eclipse or the Web UI. See https://jazz.net/wiki/bin/view/Deployment/SetupProjects for some considerations and terminology.
