No. .there is no place to put a comment about why you are changing something, except in the general comments section. there is no general mechanism to prompt for this comment either

You can create custom advisors. It might be possible to write one that
  1. Detects that there is an attribute change
  2. Checks if there is a new comment as well

I would be careful with what you do. It is very easy to make a process overcomplicated and too restrictive.
