Unable to login to RQM

1. Installed RQM and configured DB2 database and linked to RQM 1.0.1
2. Created new user as test
3. When tryied to login to RQM using test user, it worked fine.
4. Later i reinstalled RQM and connected to the same database
5. When trying to Login to RQM using test user, its failing
