RQM 6.0 Command line adapter is showing error "Stored configuration is out of sync. Adapter is re-registering"

 I am trying to register a simple command line adapter.
RQM server version : 6.0
RQM command line adapter version : 6.0

Message:
java version "1.7.0_80"
Java(TM) SE Runtime Environment (build 1.7.0_80-b15)
Java HotSpot(TM) 64-Bit Server VM (build 24.80-b11, mixed mode)
Configuration file C:\Test\RQM-Extras-CommandLineAdapter-6.0\Config2.ini does no
t exist, adapter will use the arguments passed
Attempting to create SSL_TLS context
java.security.NoSuchAlgorithmException: SSL_TLS SSLContext not available
Unable to create SSL_TLS context, trying TLS
Successfully created an HTTP client

The adapter is now connected
Resolved project area name "RQM Exploration (Quality Management)" to project are
a alias "POC+Unify+%28Quality+Management%29".
"Failed to save configuration file for the command line adapter"
"Created Commandline Adapter"
Stored configuration is out of sync. Adapter is re-registering.
Terminate batch job (Y/N)? y

Stored configuration is out of sync. Adapter is re-registering. : this message keeps appearing.

Work done:
The user has the complete access as test team member
the rqm server is accessible from browser
the proxy switches are provided

Please suggest.

You project area has been renamed. What if you rename it back to "POC Unify (Quality+Management)"?

 is there any possibility to do it with the renamed project area?

I have deleted the Config2.ini.

It's not a must. If it works for a normal project, but not a renamed project, I would consider it as a defect. I asked you to rename it back just to confirm the behavior.

Many times the Jazz does not display very real and meaningful error messages.
In my case, the proxy switches were not set correctly.

After getting that right, It started working.

I have similar problem in some environment but not another. I am wondering where you set proxy switches for CLI Adapter and whether this proxy is for connecting to external web site(for RQM server located outside the company)?
