being on a team but not assigned to the project

 Is this a good practice?  I am assigning work items and I only want to see in my drop down list a list of "developers" So I put them in the development team but not in the project area.  Is this good practice?

 As far as I can tell, there are no problems with this approach. There are certain operations that require the user to be member of the project area, but it is certainly fine to have users be in the team area only. One thing to look gor is the effective permissions the users get for things owned by the project area. See https://jazz.net/library/article/291
