Can I do Work Item Approval with Rational solution for Collaborative Lifecycle Management - Practitioner-Floating

I have assigned a Rational solution for Collaborative Lifecycle Management - Practitioner-Floating license and Jazz Admin Rights.

Still not able to approve the work Item. Cannot set the state from pending to approved. It's appear to be read only.

The license should not be an issue. Remember that only the "approver" can approve or reject an approval. That is the whole point of the "approval".
