Restrict users from linking different workitem

We have integrated RTC with Focal point,I want to link work item of single type to the element in Focal point.

below is the detailed requirement.

I have a defect workitem in RTC and I want to link only defect workitem to element in focal point and I should not link any other workitem to the element.

how can I achieve this?
