Can we create help text while mouse hover the Section field

Hi

I am working on change management in alm.

Can we create help text while mouse hover the Section in Editor Presentations ?

I tried Giving Help text To the label of field using "Description" and it works fine .
But same thing doesnt work For Description Section .

How we can add help text to "Description" Section in Editor Presesntation ?
Please Help.
