in RTC SCM, I would like to configure to let developers deliver the Work items only if those WIs has the specified tag set in them.

Please let me know if you need more information.

Two options:

  1. Create a query that finds the work items with the tags and configure the "Require Work Items to Match Query" advisor/precondition
  2. Create a custom advisor https://rsjazz.wordpress.com/?s=advisor
