Where do we dowload and install the Eclipse Client?

If the Eclipse (UI) Client is still used, where do we get it? Where should we install it -- on the Server or Client?

It can be downloaded in various installation flavors form the "All downloads" tab of you release. See https://jazz.net/downloads/rational-team-concert/ .
You install it on a client machine used by a developer as it is a client.
