is there any possible way by using java,Javascript, Dojo or any other language to provide the pop up window  for auto search of  custom sections  instead of 'Grid view' or 'Rich Text' , so that user can select easily ? This is something i need to do on high priority but not able to find any solution.

Second Part : All these values of customs sections will come from a database on other machine, if changes will be made in database that must also reflect the in RQM custom sections.

Unfortunately, no.  You can only customize the RQM UI via project area properties (e.g. categories, custom attributes, etc), test artifact editors (e.g. custom sections), and project area configuration (e.g. workflows).

For your second question, custom sections can have a static name/description and dynamic rich text or grid data, which is stored in the RQM repository.  Rich text content may contain static links, attachments, and images.  Unfortunately, there is no other customizations (see https://jazz.net/help-dev/clm/topic/com.ibm.rational.test.qm.doc/topics/t_manage_sections.html).
