Yes, I put together a sample of something similar using the 'Request History' in RRDI/Insight to show how this might be done. 

I pulled in the following Data Items from Request History  (Under Request Area in the Operational Data Store), adding in the appropriate filters to limit to the data I wanted - in your instance that would be the date range.  Make sure to set the aggregation properties on the Actual Work field  (where the 'Time Spent' from RTC goes) so this works properly.


On the report page, I created a Crosstab using the data items from my query

Or, you could use the List option with the same query to get a slightly different result that you might prefer
