How many expressions can you create in a plan

We use expressions quite heavily, excludes and colorisations.
There appears to be a limit on how many you can create. Any new ones we create on existing plans don't do anything.
Can someone confirm what the limit is, and whether that limit applies the total number of excludes & colors, or does the limit only apply to one of those?

We've been playing around with this, it is hard to determine whether there is a limit.
We've found that the ordering of expressions is significant, but cannot determine whether expressions matched first or last take precedence. We have observed both behaviors in different plans!
