How can I filter on TAGS in BIRT for RTC 4.0.7?

In RTC 4.0.1, to return all work items with a tag of "fred" from LIVE_WORKITEM_CNT, the following worked

TAGS like '%|fred|%'

In RTC 4.0.7, this returns nothing, but the following works

TAGS like '%fred%'

Unfortunately, this also returns work items with a tag of "freda".

Any suggestions?
